MEMORANDUM FOR EXECUTIVE COUNCIL
Containerisation
On 10 September 1968, Honourable Members
considered memorandum XCR(68)243 which dealt with the
Second, Third and Fourth Reports of the Container
Committee, and advised, inter alia, "that, subject to
the inclusion of an appropriate item in the Public Works
Programme and the provision of funds by the Legislature,
a feasibility study of the site reserved at Kwai Chung
for a container terminal be conducted by the Public Works
Department.' The feasibility study has now been completed,
and a copy of the summary chapter is at Annex A. The full
report will be tabled for the information of Honourable
Members.

The recommended scheme in the Engineering
Report basically envisages the construction of a container
terminal in three stages:
(a) Stage 1: This would consist of two phases
each involving the construction of an 850-
foot berth, both of which have been designed
with 150-foot extensions to allow 950-foot
container-ships to use the facilities (to take
account of the increased length in container-
ships which has come to light since the Report
was completed). There would be a minimum
depth of water alongside of 35 feet (which
could be dredged to 40′ if required in view
of the increased size of ships now envisaged)
and back-up areas of 22 acres for the first
berth and 26 acres for the second. The time
