estimated cost of construction of the two

berths is put at 115 million, made up as

follows:

Stages 2 and 3: These each involve the

construction, as and when required, of one

further berth similar to the first two berths.

The time required to complete Stages 2 and 3,

in addition to Stage 1, would be 5 and 6 years

respectively. Because flexibility in design

and layout is considered to be of the greatest

importance, firm proposals are made only in

respect of Stage 1, with the layouts for

Stages 2 and 3 being so designed that they

can be modified in a number of ways as required

on the basis of experience gained from the

operation of the first two berths. It may be

noted that no decision need be made on Stages

2 and 3 until 18 months after the agreement to

go ahead on Stage 1 is given. The estimated

cost of constructing and equipping Stages 2

and 3 would be as follows:
