On the basis of this assessment, it would then be decided
whether to proceed in one of the following ways:

(a)
to sell all four berths to individual tenderers as seabed;
(b)
(c)
(d)

for one or more berths, Government to construct the seawall and apron and form. the back-up area, and sell other berths as seabed to the person from whom tenders had been received;
to sell one or more of the berths to individual tenderers either as seabed or formed sites, but for a local consortium, possibly with Government participation, to develop and operate one or more of the remaining berths;
for a consortium on the above lines to form, develop and operate all the berths.
In the meantime, it is proposed:
that the approval of the Finance Committee should be sought for the inclusion in Category B of the Public Works Programme of an item to cover the preparation of the necessary contract documents for the construction of the sea walls and reclamation. In this connection, Honourable Members may wish to note that on 17th December 1969, the Finance Committee approved the inclusion in Category A of an item to cover the start of reclamation on a part of the area presently reserved for the container terminal adjacent to the Kwai Chung reclamation but which can in any case be utilised for general industrial purposes if for any reason it is not required in connection with the development of the container terminal;
that the usual Gazette notification should be published under the Foreshores and Seabed Ordinance and the Public Reclamation and Works Ordinance calling for objections, thus enabling Government to proceed in any of the ways just suggested in respect of any or all of the four container berths.

Honourable Members will be asked to advise whether action on
the lines of that set out above should be pursued.
