So far as I can see the amendments now made to the Prevention of Bribery Bill meet the requirements stipulated in the savingram at (42). However, I fear that unless Hong Kong are reminded now that the legislation should not be enacted until a draft of the general permission to be given by the Governor in bursuance of Clause 3 has been submitted to the Secretary of State and agreed by him.
