The statement of aims of the proposed policy as detailed above was referred to the Board of Education at its meeting on 30th April 1970 and the members unanimously welcomed the proposals. The proposals also conform in general principle to views recently expressed by the Association of Heads of Secondary Schools.

Before any final approval can be given to the details of these proposals, further sutdy is needed and an attempt must be made to estimate costs more precisely: but a preliminary estimate of cost for phase I until 1976 is:

To enable examination to proceed, however, Honourable Members are, at this stage, asked only to advise whether:
(a)
the new aim for educational policy, as expressed in paragraph 8; and
(b)
the remaining proposals in this paper;
should be endorsed, subject to similar endorsement by the Finance Com- mittee of the Legislative Council.
