The statement of aims of the proposed policy as detailed above was referred to the Board of Education at its meeting on 30th April 1970 and the members unanimously welcomed the proposals. The proposals also conform in general principle to views recently expressed by the Association of Heads of Secondary Schools.

the new aim for educational policy, as expressed in paragraph 8; and

should be endorsed, subject to similar endorsement by the Finance Com- mittee of the Legislative Council.
