Hong Kong representation at EEC Briefing Meetings in London

The Hong Kong Government Commissioner in London,

Integration Dept. Mr. Michael Wright, has asked whether he may attend

briefing meetings in London with Commonwealth High

Commissioners on Britain's application to join the

EEC.

2. This has been resisted by European Integration

Department on the grounds that it would create an

undesirable precedent; a number of dependent

territories have representatives in London and

the E.I. Department would not wish to invite some

of them, e.g. the Gibraltar representative who

deals with tourism only.

3. After New Zealand, Hong Kong has probably the

largest amount of trade affected by Britain's entry

into EEC. We have promised in our telegram No. 403

of 16 June to dependent territories "to brief where

appropriate the representatives in London of such

Governments as are represented here".

4. The Commonwealth Year Book list of Government

Offices in London in the 1970 edition will be

revised to show only Brunei, Hong Kong, Eastern

Caribbean Commission and the Seychelles, and a

separate list will show Government Tourist, Trade

and Travel Agencies. Brunei and the Seychelles would
