Entry into the European Communities Negotiating Brief on Commonwealth Questions

I have no comments onanything you have said about Hong Kong's position (your minute of 8 May). As you say, the outlook is far from rosy.

2. I am, however, most concerned about the conduct of our commercial relations with Hong Kong if we are successful in joining the Community. The position is bad enough at present but in the absence of any special arrangements it will be impossible when we have to follow
