In making these proposals, we should emphasise that-

and we should hope to hear the outcome of
these discussions.

independence later this year by your territory
may involve some change in the proposed
relationship with the enlarged Communities.
The nature of such a change cannot be predicted
at present, but we should expect the Government
of your territory to take a greater interest in
being consulted over the course of negotiations
than other dependent territories. With a
representative stationed in London after
independence, he would be in a better position
to take advantage of the proposed arrangements
for consultation with independent countries of
the Commonwealth. In addition to the Fijian
Government, please inform the Government of
the above the Pitcairn Islands of proposals.
7. To all. Please emphasise to the Government
of your territory that in making these proposal
we do not have anything rigid or formal in mind.
We shall want to look at our arrangements again
in the light of experience. Our main concern
in making these proposals is that the Govern-
ments of the dependent territories should be
fully and promptly informed of developments of
interest to them so that you can let us have
their views. The proposals are not in any way
intended to cut across the direct channels of
communication between us which are always open,
or the normal continuing contacts between
youreslf and the British Government.
