The following are some comments on the draft brief circulated in your minute of May.

Para. 3: I find the statement in the fourth sentence too positive. It remains to be seen what kind of general scheme if any
will be adopted and whether it will be on the basis of free entry for manufactured goods. But the biggest question mark is whether cotton textiles will stay in the offers of the ELC and other major donors when they are not in the U.S. offer.
I suggest the following amendments to this paragraph.
line 10. "may, if all goes favourably, make it possible..
"developing" is presumably a mistake for
"developed".
line 12.
Para. 8: In line 2 I find the word "system" misleading. While the meaning is clear, the words may give the im- pression of a policy which is carried out purposefully over a wide field. The simplest solution would be to omit the words a system of".
Para. 19: The last sentence seems to me to be over- optimistic for the reasons given in my comment above on para. 3. At the very least, the word "would" in line 7
