Mr. Royle asked Mr. Heath and myself last week to7

do what we could to push through the delegation of

authority to Hong Kong by the end of this week.

2. The Board of Trade have agreed to the terms of our

proposed submission subject to a few comparatively minor

amendments, but we have managed to obtain only the qualified approval of Mintech. Pending the return from leave next week of Mr. Carey, their Under-Secretary

concerned, they have suggested we suspend action on the

delegation at least until we have the results of the Four-Power talks (fixed for 27 July) and can form a

better judgment of the effect of Hong Kong's pursuing

independently the course of action the Governor recently

proposed. However, we have their agreement to a watered-

down form of delegation and I think it likely that we

shall be able to get back to our form of words unless

something extraordinary happens at the meeting on the

27th.
