(2) the agreement between the United States of America

and Hong Kong. relating to trade in cotton textiles, fected by an exchange of notes dated at Hong Kong on 26 August, 1966 (QI.A.S. 6088)

It is appreciated that these particular agreemonts (or arrangements) were made in terms of the Long Term Arrangemont regarding International Trade in couton textiles to which the United Kingdom "(including acceptance on behalf of Hong Kong)" is a party: T.I.A.S. 5672 has already expired and T.I.A.S. 6088 expires in September, 1970. In these cases ther the United Kingdom Government is giving, ex post facto, the

Tope necessary endorsement required for their registration.

3. For the future your attention is invited to the Secretary of State for the Colonies circular Savingram No. 1035/56 of 28 September, 1956 (a copy of which is enclosed), and in particular to the latter part of paragraph 1 thereof. having regard to the considerable number of trading arrangements

However and agreements into which Hong Kong enters (and has the right to enter) in terms of the L.T.A. it is not considered necessary or practicable for the terms of every such arrangement or agreement to be scrutinised here before it is concluded and can be registered. Provideâ, therefore, that you are satisfied that the conclusion of any 2.1.A. arrangement does not jeopardise the interests of H.M.C, or commit H.M.G. to undertakings for which their prior agreement should be obtained, there would be no objection to the inclusion in the preamble to such arrangements of a statement to the effect that the Hong Kong Government or administrative department concerned is acting with the authority and consent of H.M.G.
