I have now received MinTech's comments on your draft submission on the above subject which I attach. You will see that they give qualified approval to the submission.

2. I hope that Mr. Gregory's letter and Mr. Dunnett's, which you already have, gives you sufficient material on which to base the despatch. Since Mr. Carey will not be back until next week I fear it will be necessary to await until then to clear the despatch with him.

In the meantime, however, you may think it appropriate to let Mr. Royal have a progress report and confirm that in theory, at any rate we have the agreement of both BOT and MinTech to proceeding with the new concordat.
