Mr. Clive Jenkins and Trade Union recognition in Hong Kong
Mr. Jenkins and Mr. Young (of the EETU/PTU) duly called
to see Mr. Royle yesterday. The Members of Parliament were
unable to attend. Mr. Foggon and I were present.

Mr. Jenkins had nothing fresh to say (a record of our first meeting with him is attached) apart from admitting that
Mr. Becker, the Secretary of the Hong Kong Branch of ASTMS,
had been foolish at the time of the hijackings in trying to get the Branch to boycott UAR aircraft. (The ban which was
not supported by some Chinese members of the Branch was later
lifted and Mr. Becker resigned from both his Union office and
also his job. He is now in the UK being looked after by Mr. Jenkins' Union.)

To Mr. Jenkins' suggestion that HMG should bring pressure on the Hong Kong Government to force the management of HAECO to recognise the Union, Mr. Koyle replied that he would
consider what Mr. Jenkins had said and write to him later.

No mention was made of the Trade Union Registration (Amendment) Bill, but Mr. Jenkins left with Mr. Royle the
document of which a copy is attached.
5.
As requested by Mr. Royle, I attach (i) a draft which, I suggest, might be sent by Sir L. Monson to Sir H. Norman- Walker and (ii) a draft letter from Mr. Royle to Mr. Jenkins to go off in about a week's time.
