Mr. Clive Jenkins and Trade Union recognition in Hong Kong

With reference to Mr. Laird's minute of 15 December below.

In addition to the points made by Mr. Laird, Mr. Jenkins did

make the accusation that the Labour Department had not been very

helpful over this question of recognition; indeed, he used the

word 'hostile'.

According to Mr. Jenkins, the Hong Kong branch

of ASTMS has notified a dispute on the recognition question

which in the ordinary way would involve a Conciliation Officer

of the Department of Labour intervening. We have no information

here as to what action was in fact taken by the Department of

Labour and I think it might be helpful if we were to ask for it.

I have added a short paragraph to the letter to the Colonial

Secretary.
