Sir David Trench wrote to me the other day mentioning that he had seen in the press that our new Courts Bill had recently been published. He went on to

say that tho reform of the Courts was of the greatest interest to the Hong Kong Government and he asked no to send you a copy of the Bill so that you could see what there might be in it for Hong Kong. I am accordingly enclosing a copy.

I am also sending a copy to Sir D. Trench who has asked for gne.
