Hong Kong Department,
16 November, 1970.
Thank you for your letter of 12 November which was waiting for me on my return to the Office this morning (I was away all last week attending a Seminar on "Long-Range Planning" at Sunningdale Park - the Civil Service College).
I certainly agree that we should have a means apart from the telephone - of communicating with you in a hurry. I also agree that we could, if necessary, use the police. I think, however, that if something urgent blows up we would have to send somebody down to you by car.
I am enclosing a copy of the Courts Bill to which you referred. I have also sent a copy direct to Denys Roberts.
I have not yet had a chance of finding out what, if anything, has happened about the men who threatened to blow up two BOAC planes. I shall be able to tell you the results of our investigations when you are up here next week.
