Lord Shepherd's Motion on Colonial

Territories

Hong Kong, being the richest and economically the most important of Britain's Colonies, will probably have the lion's share of the speech devoted to its affairs.

The following points could be included in Lord Lothian's reply:-

(a) Economic

Labour Courts will be set up.

Progressive reduction in working hours

for young persons continues.

Hong Kong's exports continue to increase.

Wages continue to rise.

Full employment.

Effect of Britain joining the EEC - Generalised Preferences.

(b) Social

(1) Resettlement & low cost housing. 590,000 individual units will be built in the next 6 years.

(2) Health services better in Hong Kong

than in any other Asian territory. Extension of 700 beds at Kowloon

Hospital and new 2600 bed f Chi Kok project are under construction.

(3) Public assistance scheme to be

introduced in 1971.

(4) Free primary education to be

introduced and free post-primary education for 3 years being planned. Four additional Technical Institutes planned; Morrison Hill Technical Institute already open.
