We spoke this morning about Miss Emery's minute to me
of 19 November attached. I also attach the extract from
Sir Bruce Greatbatch's letter of 12 November which occasioned
paragraph 3 of Miss Emery's minute.

We agreed that any work to establish whether new forms
of association were possible should be centred in your Department,

and you undertook to arrange for such material as might be relevant
and which might already be on record to be looked out.

I said that I would let you have a note of such relevant
material as I remembered on this point.

the George Thomson/Colin Crowe statements on independence which are quoted in Mr. Blain's draft brief on the future of the dependent
territories for the Commonwealth Prime Ministers' Meeting at Singapore and
statements on integration which were made in respect of Gibraltar and of the Seychelles. The Seychelles statement was included in a broadcast made by Lord Shepherd in his 1969 visit to the territory which
is on record in P.I.O.D.
Other material etc. which is relevant is listed below:

Lord Shepherd on one or two occasions spoke to me of his wish, once Fiji was independent, to give some thought to the future of the various small territories around the world. He spoke in terms of working out a relationship between them and the British Government akin to that between the latter
and County Councils in this country. I am unaware
