probably ask the Crown Agents to act on the Hong Kong Government's behalf):

(a) In case the second table in para-

graph 4 turns out to be an over- estimate, to what extent

consultants' fees and contractors'

services might, in addition to the "hardware" content, be admissible in a loan tied to British export

content:

(e) Any special conditions or require-

ments you would want to specify.

7. I am leaving for Hong Kong on 30 May,

there to join our Minister of State (Lord Shepherd) who is paying a week's visit to the Colony. It would be very helpful if

I could know before I leave that you would be

prepared in principle to consider the project

and that the way was clear to make the

preliminary approach envisaged above. Not only are pressures building up in Hong Kong for our answer to their request (the project has been under discussion for two years) but

there has been steady Parliamentary pressure led by Sir Alec Douglas-Home; on both

accounts our Minister is most anxious to be

in a position to register some progress.
