This is just to report to you that the Director of Civil Aviation and I had an hour this morning with two M.P's, Fortescue and Howarth, who are secretaries of their respective parties' civil aviation committees. I gave them a fairly frank version of the arguments and state of play. I do not think that they will do anything particularly aggressive as a consequence but will no doubt see the Minister of State in the Board of Trade to discuss the problem.

Incidentally, with reference to the statement in my last letter, apropos of C.D. and W. applications that H.M.G. had greater ICAO responsibility for air navigation aids than for airports, I think that is only true in that these have been spelled out more specifically by agreement; and, of course, airports can vary appropriately with the traffic to be handled. But Article 28 of the Chicago Convention does not make a distinction. It reads

"Each contracting State undertakes, so far as may be practicable, to :
(a)
provide, in its territory, airports, radio services, meteorological services and other air navigation facilities to facilitate international air navigation, in accordance with the standards and practices recommended or established from time to time pursuant to this Convention;
"Territory" includes dependent territories for this purpose as well as for the grant of air traffic rights.
