At a meeting of the Standing Committee of the Whole Council held on 14th March, 1967, it was agreed that the original Ad Hoc Committee consisting of Mr. A. de O. SALES, O.B.E. (Chairman), Mr. B. A. BERNACCHI, O.B.E., Q.C., Mr. H. CHEONG-LEEN and the Honourable Wilson T. S. WANG, should be reconstituted as a Select Committee to be known as the Local Administration Select Committee and with the following terms of reference:

"To review and consider all proposals for the reform of local administration, and generally to present the Urban Council's views on the subject and to act as the public relations com- mittee of the Council.'

The four Sub-Committees met on 7 occasions and spent 8 hours in Committee.

5. The Local Administration Select Committee met on 8 occasions with a total of 10 hours and 15 minutes spent in Committee.

6. A major aim of the Local Administration Select Committee was to co-ordinate the findings of all the Sub-Committees and to produce a phased programme for enlarging the scope of the Urban Council. In doing so, it was necessary to take into consideration such recommenda- tions in the revised report by Mr. W. V. DICKINSON as were made available to the Council, and also the views of the Elected Members which were tabled at a meeting of the Standing Committee held on 8th October, 1968.

PHASING

7. The following is a proposed phasing which reflects the findings of the four Sub-Committees and it also takes into consideration all other views expressed where they have been accepted by the Select Committee. This report must be read and considered in conjunction with the original Ad Hoc Committee's Report.
