PHASE I
8. The name of the present Council will need to be changed so as to reflect better the position and functions of an administrative council. It is suggested that the present Urban Council be renamed "The Hong Kong City Council'.
Relation with Central Government
9. From the start the Council should be responsible directly to the Governor, or the Deputy Governor if the office is set up because an alternative suggestion has been made that there should be a Deputy Governor responsible for local government among other functions.
Franchise
10. The present franchise should be maintained and elections should be on a territorial basis during the first phase.
Composition
11. In the first phase the composition of the Council should be: Official Members:

Secretary for Home Affairs

10 to be elected under the present franchise. During this phase, this number should be in- creased by 10, to make a total of 20 Elected Members, so as to cope with the additional responsibilities of the new Council.
Nominated Members: 10 to be appointed by the Governor.

12. The Council should have complete freedom in the selection of its Chairman. In the initial stages it is possible that the Director of
