Vincent Lockhart SHEPHERD

Vincent Lockhart SHEPHERD, a British subject and a

bachelor, was born in Northumberland, England on 5th July, 1938

He

and holds U.K. passport No. 133380 dated 18th March, 1966,

attended the Red Row County Primary School in Morpeth, North-

umberland between 1944-1949 and the Duke's School, Alnwich,

Northumberland from 1949-1957. He studied at the London School

of Economics, University of London for one year before joining

the Inland Revenue Department in Alnwich, Northumberland as a

Valuation Officer, a post he occupied from 1958-1960. From

1960 to 1962 he worked as an Estate Duty Officer for the same

department in London. Between 1962-1964, Shepherd returned to

the London School of Economics before joining the School of Law, Law Society, Lancaster Gate, London for a sojourn of six months.

During the academic year 1965/66 he returned again to the London School of Economics for a year. He obtained the LL.M (London)

before accepting an appointment as a lecturer in Constitutional Law at the Extra-Mural Department of the University of Hong Kong.

Between 1954-1957 Shepherd was a member of the Labour

Party, Morpeth Division, Northumberland. He has been a member of

the Law Society, Chancery Lane, England since 1965. Early in 1969 he was behind a minority group of radical students of the Hong Kong University who made demands for drastic reforms regard- ing student representation at the University. He also publicly criticised the Hong Kong University for maladministration and strongly attacked the Hong Kong Government for its lack of demo-

cracy, through press and television media. The activities of this

group ceased due to poor support from the main student body but SHEPHERD continued to direct his energies towards attacking Govern- ment and seeking constitutional reform in Hong Kong in close asso- ciation with MA Man Fai and the U.N.A.H.K. and by giving talks at the 'Public Opinion Forum' and 'Hyde Park Forum' of the U.N.A.H.K.
