For a period he wrote a column entitled 'I view" in the Saturday
"Roundup" supplement of the China Mail, criticising various aspects
of the Government administration.
In May, 1969, together with 17
other persons he sent a letter to various newspapers in U.K. call-
ing for immediate constitutional reforms in Hong Kong. The letter
which has also appeared in the local English language press, pro-
voked little reaction either in H.K. or the U.K.

On 7th May, 1969, he applied for an entry visa for the
United States. On 29th June, 1969, MA Man Fai, now Assistant
Executive Secretary of the U.N.A.H.K., disclosed that the L.A.C.
was planning to send Shepherd to:-
(a) attend a conference of the Federation of United Nations
Associations in Geneva;
(b) visit the United Nations Organisation Headquarters in
New York;
(c) to consult Alan Michael Ellis and Gerald Gillow in
England on measures to adopt to secure self-government
for Hong Kong.
He has completed his contract with the Hong Kong
University and left Hong Kong by Air India for London on 19th
July, 1969. It is not known definitely whether he proposes to
return to Hong Kong.
