Ellis again, is, different. He has developed a phobia

about corruption in the Hong Kong Government and is concerned

mainly with his termination of service from the Police Force.

He has indicated that he intends to visit the Colony, but for a

short period only. He himself has considered the possibility of

being refused entry into Hong Kong. If he comes here it can be

assumed that he will concentrate his efforts on his favourite

subjects rather than the general aims of the L.A.C.

The informed readership of the English language press,

which in any event represents only 6% of newspaper circulation

in the Colony, well realises that Gillow and Ellis have a personal

axe to grind with Government and therefore pays little attention

to what they say or write to the press. Shepherd is generally

regarded as an angry young man. Accordingly, it is recommended

that at this stage no objections should be raised to the entry

of any of the four, neither should their stay be restricted

should they enter.
