I have now seen the suggested re-draft of paras. 4 to 6 of the draft letter to the Governor attached to Gwynn's letter of 25th September.
2. We are content on most points but feel that it would be a mistake to drop the point made in the last sentence of para. 5 of our draft. We therefore suggest that that sentence should be added as it stands to para. 5 of your re-draft and

3. We have been able to meet your desire for comments by 7th October, despite the fact that the papers have been floating around the office for several days and only reached me yesterday. When we had a word on the telephone a day or two before Gwynn's letter was despatched I explained that I was responsible at Assistant Secretary level for handling this
