I suggest that the team should act and work together during their stay in Britain and spend time on the following issues:-

Having a look at the plans and developments in Britain's

new Polytechnics;

Examine the emerging field of Management and Business

Studies, with at least one visit to a Business School, a University Management Faculty and the Management Department of a well-established Polytechnic;

To visit 1 or 2 Industry Training Boards to assess the

impact of their work on education and training generally and to consider the lessons to be learned from this in Hong Kong;

To visit the British Institute of Management and to have

at least one meeting with representatives of professional management organizations whose subject areas may well be taught at the new Polytechnic areas such as personnel management, marketing, cost accounting, purchasing, computer technology etc;

A

To have talks with HMG including DES, DEP, ODM and

TETOC etc.

I believe it important that such a visit should not be confined to London and the South East, but that a major 2 or 3 days visit should be made to Manchester where there are 3 Universities, a new Polytechnic arising out of existing Institutions and an area with strong textile connections, electronic industries and a whole host of new industries that have developed in recent years. It goes without saying that during the visit some useful by-products could emerge:-

The two Universities would have a clearer idea of their relationship with the new Polytechnic, particularly in the field of Management and Business Studies;

The team will form some impression of the overall calibre of the new Polytechnic required and the kind of Chief Executive needed together with some idea of his immediate supporting organization and staff;

Many links could be established for further help and assistance from Britain, by all the parties in the team, which it is hoped Hong Kong may require from time to time.

In view of the world shortage of good teachers and a rapidly expanding horizon of subjects in a polytechnic area of study, the tean may well wish to look at the potential use of teaching machines and visual and cural aids as well as supporting literature which is now becoming available through various sources in Britain.
