For the Polytechnic to provide this essential learning and re-training experience, there will need to be a Management Department capable of undertaking practical research studies and undertaking a limited amount of consultancy. The extent of this consultancy needs to be controlled but it can be a very rewarding extra source of income to the Polytechnic and members of its staff who cre so qualified.
The Polytechnic may not be fully in operation for a period of perhaps 5 years. It is important to plan boldly for the future as the onrush of technological, market and managerial changes proceeds: the Polytechnic needs to have dynamic relationships with industry and commerce and the market forces which influence them. The Polytechnic can best do this by having a high degree of independence on the lines now recommended by the Polytechnic Planning Committee with active participation by industry and commerce in its governing body and at other levels, to ensure that the students are really capable of supplying the 'knowledge manpower' needs of Hong Kong enterprise.
I was not able to talk with the Sub-Committees of the Polytechnic Planning Committee dealing with Management Studies or other subjects, as indeed, some had scarcely started.

RECOMMENDATIONS
In the changing industrial and commercial scene of Britain, paralleled by changes in the Further Education system, notably now in the Polytechnic area following our massive expansion at University level in the 1960's, I suggest that a balanced team of Government, industry and the academic world should visit Britain from Hong Kong. Such a team should spend a minimum of two well-organized weeks in Britain not later than 1st June 1970 and should perhaps consist of the following:-

A representative from Government
Education;
perhaps the Director of

A representative from each of the two Universities;
Three representatives one each from industry and commerce
(preferably Members of the Polytechnic Planning Committee) and, I hope, someone who would also represent the Hong Kong Management Association;
An official from the Folytechnic Flanning Committee and perhaps
the Frincipal of the Hong Kong Technical Institute.
