Referring to your letter of 12th June 1968 re the inclusion of the British Overseas Dependent Territories in our Agreeĉ Minutes, I feel I must first offer an apology for the delay in answering it.

The question gave rise to a number of discussions in Benelux councils from which, to my regret, nothing conclusive has as yet emerged. Benelux would therefore prefer, for the time being, to leave the question of including the United Kingdom Overseas Territories in the Agreed Minutes open.

In the meantime Benelux will, of course, should occasion arise, fully respect your Government's legitimate position when representing the interests of the United Kingdom Over- seas Territories.

I hope to be able to give a definitive answer to your letter in due course.
