This seems to be the end of the road, for the time being at least. Benelux has not been able to agree on the inclusion of the British D.C.T.'s in the Agreed Minutes at this stage. And as it would not do at all to leave Mr Tippetty's letter unanswered, I would kindly ask you to forward this provisional answer to him. Fortunately the question itself is of no grave consequence one way or the other for the present, while I continue to believe that the future will solve the question without difficulty.
