Dear Mr. Chairman,

You will recall that during the meeting last December which led to the signing of the Anglo/Benelux Agreeâ Hinute for 1968 we proposed that the Agreed Minute should also cover the United Kingdom Overseas Territories. After some discussion it was left that we should not press for the inclusion of the point in the Agreed Hin- ute for 1968 and that I should write to you and ask for our proposal to be further considered with a view to the United Kingdon Overseas Territories, being included in the Anglo/Benelux Agreed Minute for 1969. I apolo- gise sincerely for my delay in s ending you this letter which, as Mr. Pearson will have explained to you, has been mainly due to my having had to spend several months in hospital. I am however now completely fit.

It may be of assistance if I recapitulate our pro- posal and the arguments which we put forward in support of it. As to the proposal itsol? I enclose with this lettor a redraft of the opening peregraphs of the Agreeã Minute for 1968 incorporating the amendments which we' would like to see included. In support of this pro- posal we put forward the following arguments:-

(a) Our Agreed Minute on Trade with Germany and France includes the United Kingdom Overseas Territories and we think it advantageous that, as far as possible, all our bilateral trade arrangements with Community countries should be on similar lines.

(b) While we appreciate the special consti-

tutional position of Surinam and the Netherlands Antilles in relation to the Kingdom of the Netherlands, so far as economic matters are concerned
