Changes Proposed to "Improve" the Cotton Textiles Arrangement and to extend its Coverage to Cotton/MMF Blends of Lower Weight Cotton

1. Article 2

Eliminate this Article. It would seem reasonable

that, after 8 years' experience of the Arrangement, importing

countries should be ready to operate entirely either under

Article 3 or Article 4.

2. Article 3

(a) Add to paragraph 3:

"If any participating experting country to whom the

provisions of this paragraph are applied disagrees with the

action taken by a requesting participating country it may

refer the matter te the Cotton Textiles Committee er to a

special panel to be established by that Committee.

as they consider appropriate."

(b) Paragraph ↳

In sixth line delete "5 per cent" and

substitute "10 per cent"

Add at end of paragraph:

"Where any restraint established in one year is continued

in a following year the participating exporting country

exercising the restraint will be permitted to carry over

any shortfall in the level established for any item into the

following year within a limit of 10 per cent of the original

level in question. In the same circumstances a participatin

exporting country will be permitted to increase the level of

restraint for any item in any one year by up to 10 per cent

of the original level for that year provided the increase is

debited to the following year's level for that item".
