7. Record of Understandings

Paragraph 12. Delete and substitute the following:

"The reference to "as provided for in Article 3 and

Annex B" includes the procedures provided for under

paragraph 3 of Article 3 as well as paragraphs 1(a) and 2

of Annex B. This means that if, following the consultation,

an importing country extends the restraint to include the

substituted product, the new level for the restraint will be

the level established for the cotton textile item concerned

plus an additional amount not lower than the level provided

in paragraph 1(a) of Annex B in respect of the substituted

product. Thereafter, the combined level will be usable for

either the cotton textile product or the substituted product".

Add new paragraph 14(a) as follows:-

"In expanding the definition of cotton textiles to include

products in which cotton represents more than 30 per cent
