Possible Changes to "improve"
the CTA and to extend its coverage
In view of the Governor's telegram to Washington No. 36 of 23 September, I am enclosing herewith my ideas ⚫n possible changes to the CTA, its Annexes and the Record of Understandings in order to fulfill the above purposes. 2. I consider that, if the CTA were amended in this way, it would be far preferable to any comprehensive hilateral agreement on non-c●ttens.
3. I have not included tidying up amendments consequent upon an extension of the CTA for a further period in time.
