With reference to our telephone conversation this morning, you will be interested to see the attached Memorandum from Derek Jones, detailing his suggestions for changes to the CTA, its Annexes and the Record of Understanding. Until the instructions for the Hong Kong delegation have been finalised, it is not possible to say what use will be made of this document at the C.T.C. meeting next week, but I have spoken to Derek and gather from him that he is not expecting this matter to be raised at the beginning of the meeting. If his advice is followed by the other Hong Kong delegates, there should be time enough to produce instructions which are acceptable to both the U.K. and Hong Kong delegates on this subject.
