Diplomatic Reports and Telegrams;
Commonwealth Aspects
We have for many years made political information
available to the Governments of Commonwealth countries
and more recently to the Commonwealth Secretariat by
sending to them and their High Commissioners in London
selected print, and by sending selected telegrams to
the three old Commonwealth High Commissioners in
London.
2. The arrangements have continued since merger, but
need to be re-affirmed and consolidated (together with
other aspects of the print system) in Diplomatic
Service Procedure. To this end a decision is required
on the principles to be followed.
Recommendation:
3. I recommend that we should provide as generous a
flow of political material to Commonwealth Governments
and the Commonwealth Secretariat as is compatible with
our political and economic interests. To achieve this
we should continue to distribute:-
(a)
to the Australian, Canadian and New
Zealand Governments and their High
Commissioners in London, copies of
all print (in future to be known as
Diplomatic Reports) except those which
are clearly unsuitable for their eyes;
