In Mr. Britten's absence on leave, I am sending you this minute with particular reference to Paragraph 5(c) of your minute of 26 June.

I have always considered that it would be helpful to know in greater detail of the sort of material the Hong KongGovernment is interested in and Mr. Britte made this point in the last sentence of paragraph 3 of his minute of 16 June. It seems to me that we now have a case that underlines this need. The despatch referred to in your paragraph 5(c) is presumably Sir E. Cohen's Valedictory Despatch of 23 December, 1968 (Flag O on MTD 19/9). It would be helpful if we knew why this despatch was of special interest to Hong Kong or which particular parts they may have found to be of interest.
