incorporation in Diplomatic Service Procedure is
attached.
These arrangements are not intended to be
immutable and should be looked at again periodically.
Argument:
5. The arrangements by which we supply Commonwealth
Governments with information on foreign affairs can
be traced back to 1921 and covered Foreign Office print
(chiefly despatches and research department memoranda)
and telegrams. The existing system may be briefly
summarised as follows:-
(a) Print
Distribution to Governments and their
High Commissioners in London is given
according to the following codes:
"A" to all Commonwealth Governments;
"Q" to the Governments of Australia,
Canada and New Zealand only;
"+" to the recipients of "Q" plus
other named Commonwealth Governments;
"No" to none.
