THE COUNCIL

OF THE EUROPEAN COMMUNITIES,

HAVING REGARD to the Treaty setting up the European Economic Community and in particular Article 111 thereof;

HAVING REGARD to the proposal of the Commission;

WHEREAS the Council, in a Decision of 25 September 1962(1)

action

adopted a programme action on the subject of common trade policy;

WHEREAS, during the transition period, Member States of the Community must proceed to coordination of their trade relations with third countries so that at the end of the transition period the conditions necessary to the implementation of a common policy on

external trade will be fulfilled;

commitments

WHEREAS, in order to ensure the execution of dertakings on
