Winding Up Speech
Mr. Thomson is to wind up the debate on foreign and commonwealth affairs which we expect to be arranged for Thursday, 30 October as part of the Debate on the Address.
2. I should be grateful if Heads of Departments would consider what subjects might be raised by Members of Farliament and would let me have defensive briefing accordingly. I should be glad if Departments would aim to let me have this by 1.0 p.m. on Tuesday, 28 October in order to provide against the contingency, which we shall not be able to rule out until Tuesday morning, that the Debate will take place a day earlier than expected.

Briefs should be in two parts, "Background" and "Line to Take" The "Line to Take" should be in note form. For complex subjects such as Nigeria and Rhodesia, it would be helpful if separate briefs could be prepared on each of the aspects on which Members may be likely to focus. Where the "Line to Take" is, or includes, a reference to a recent pronouncement in Farliament, the appropriate extract from Hansard should be attached in full. I should like to receive three copies of each brief. Three copies should also be sent to Mr. Tait for the use of Lord Winterbottom, who will be winding up the Debate in the House of Lords. I should be grateful if political departments which do not think it necessary to provide briefing would return this circular to me marked accordingly.
