I do not think there are any domestic issues in relation to Hong Kong on which it is necessary for this Department to provide defensive briefing material. In so far as Hong Kong affairs may be mentioned in the context of Sino/British relations generally, the necessary briefing will be provided by the Far Eastern Department.
