I believe the main file is with you but the papers on this temporary jacket are fairly self-contained and early action is required to reply to the letter ( flagged "A") from Dame Irene Ward.

Since Mr. Greenhalgh has seen fit to send Dame Irene Ward a copy of his letter to the Governor of 23rd May, I think the Minister would be fully justified in sending Dame Irene Ward a copy of the reply to that letter. The draft reply behind the minute is based on this premise.

3. We are at the moment preparing on a separate temporary jacket, a draft to the Acting Governor, Hong Kong, as a follow-up to the introduction into the Legislative Council on 28th June of the Bill referred to at (103) on this folder.
