I wish to thank you for your letter of 6th July 1967, and once

again, express my pleasure with

the contents. It was always understood that any

improved legislation for Hongkong could only be introduced gradually, and even now, my main concern is to avoid any suggestion that the improvements have been in any way, motivated by the recent riots, no matter what I might feel privately on this

question.

I am more than pleased to note that you are intending to strengthen the Hongkong Labour Department, for it is here that a real and lasting contribution can be made, providing of course, that the right type of person is sent out. In the course of many visits to various countries, I have been impressed with the quality of many Labour Attachés', and so I am daring to hope that you will utilise some of these experienced persons, from the Ministry of Labour in this country.

No-one could really expect you to comment upon the letter sent to me by the Colonial Secretary, but I am firmly convinced that the letter clearly indicates one of the greatest problems that will face the above International Federation in its efforts to further improve the lives of the workers in the colony, and I shudder to think that one day, this man might even become the Governor.

Unfortunately, the communists appear to be determined to do everything they can to embarrass the Administration, and the continuance of the disturbances cannot assist those who have the true interests of the peoples at heart.
