I was under the mistaken impression with reference to 79 that the draft between 80 and 81
had issued, which is not in fact the case (see paragraph 4 of Mr. Reed's minute of 23 May). In view of the subsequent parliamentary exchanges, I doubt whether Mr. Thornton will return to the charge. However, I have placed under this
minute a draft of a short letter in case you feel a reply ought now to be sent. A draft reply to
the letter from Mr. Greenhalgh is also attached on the Prime Minister's case file.
