I am replying to your letters of 15 and 27 December 1967 with which you forwarded memoranda concerning the Public Order

Ordinance of Hong Kong.

We have now been able to make a

preliminary study of these memoranda.

It does not appear to me that they make out

a case for taking the very serious action of recommending disallowance of the Ordinance, but the memorandum from your

Hong Kong branch does raise certain points which we shall bring to the notice of the Governor of Hong Kong. It will probably

take some time for this to be done, however, since we shall first need to complete a

more detailed examination of the memorandum.
