I am replying to your letters of 15 and 27 December, 1967, with which you forwarded memoranda concerning the Public Order Ordinance of Hong Kong. I am sure you will understand why it has not been possible for me to let you have an earlier reply.
We have now been able to make a preliminary study of these memoranda. It does not appear to me that they make out a case for taking the very serious action of recommending disallowance of the Ordinance, but the memorandum from your Hong Kong branch does rise certain points which we shall bring to the notice of the Governor of Hong Kong. It will probably take some time for this to be done, however, since we shall first need to complete a more detailed examination of the memorandum.
May I say how much I appreciate the trouble and care which have obviously been taken in the preparation of the memoranda and the helpful and co-operative manner in which they have been presented?
