Hong Kong Public Order Ordinance.
Following up our telephone conversation on Friday last (Feb. 9th), I enclose two copies of some notes which I have made on the Hong Kong "Justice" comments on this Ordinance.
I also enclose a copy of the Justice comments, with the paragraphs numbered, to help you follow my notes, and a copy of the Hong Kong Ordinance.
I should emphasize the fact that these are my own notes, and do not have the approval of the government as such. They do, however, indicate how far I personally would be prepared to go to meet Justice's criticisms, and I expect that the government would probably be ready to fall in with most of my comments.
I hope that these notes will show you that we are ready to consider seriously any reasonable improvements proposed to the Ordinance and will enable you to advise that non-disallowance be signified shortly.

Could these papers be attached to HWB 14/34 ? Is this fuster report the same as he received? It as now disallowance bunspriful?
