The following additional point could be made in

meeting the objection that it would be more appropriate

to regard this legislation as being of an emergency nature (see second paragraph of notes already supplied):

"As was stated in the House on the 5th December

Mr. Whitlock 7 this legislation strengthens

and brings up to date the law relating to

public order on lines to be found, for the

most part, in other territories

and this

refers to the permanent legislation of these

territories, not to emergency legislation.'
