To deal with the point that this legislation has

been inadequately explained to the Chinese population

of Hong Kong, the following is suggested :

"Before the enactment of this legislation on the

15th November, the speech of the Attorney-General

in the Legislative Council explaining the main

provisions was publicised in Chinese.

Further

publicity in theChinese language is being given

and this will include Chinese translations of

important sections of the Ordinance."
